Methodology
We are carrying out three main activities, as follows:

Activity 1: Stock-taking
This involves collecting, analysing and assessing data and case studies in different landscapes and scenario throughout the EU MSs. We will identify common features, means, actors and dynamics and provide a general framework, including guidelines and principles based on existing standards, for viable business models for inclusive public service delivery. We will identify a range of suitable evaluation and benchmarking frameworks and models.
Activity 2: Comparative Analysis
This activity will focus on carrying out a comparative analysis and synthesis of data, issuing common specifications and raising awareness and consensus amongst MS on multi-channel ICT technologies (digital TV, mobile and fixed telephone and other interactive devices) for effective participation and inclusive service delivery in eGovernment. This will involve looking at different ‘marketing strategies’ to meet different user needs based on what best reaches whom and how, rather than only taking an ‘engineering’ or ‘supplier’ based approach. In other words, the demand, use and impact side is just as important as the supply side.
Activity 3: Mobilising Stakeholder Constituency
We will identify, raise awareness and mobilise the stakeholder constituency through close involvement with the study, ensuring their timely input, appreciation and ownership of the outputs. This will be facilitated through workshops, consultation and other appropriate engagement at different levels and in different arenas, including liaison with existing projects, initiatives and decision makers.
To deliver these activities the key tasks are:
- • Development of an analytic framework
- • Desk review to document the major state-of-the art activities in multi-channel public service delivery involving ICT
- • Consultation with stakeholders to assist us to develop our report on the state of the art in this field
- • Deliver think papers on key emerging themes
- • Organisation of three workshops (Months 4, 10 and 14)

- • Interim study report (due Month 6)
- • Report on business models for inclusive eGovernment (due Month 10)
- • Final study report specifying a ‘Common European Framework, for implementing high-impact, flexible and multi-channel public service delivery chains’ (due Month 14)
